Decision

The responsible authorities (RAs), Natural Resources Canada, Fisheries and Oceans Canada, Transport Canada and Public Works and Government Services Canada have taken the following course of action decision relating to the comprehensive study of the Labrador-Island Transmission Link Project (the Project), with the approval of Governor-In-Council. RAs have determined that the Project, taking into account the mitigation measures described in the Comprehensive Study Report, is likely to cause significant cumulative adverse environmental effects on the Red Wine Mountains Herd of Woodland Caribou (boreal population), effects which are justified in the circumstances. The RAs may exercise any power or perform any duty or function with respect to the project.

Implementation of mitigation measures is required for the project to address the following environmental components:

  • Atmospheric Environment (e.g. air quality, acoustic environment)
  • Vegetation
  • Terrestrial wildlife and their habitat (e.g. caribou, furbearers)
  • Freshwater fish and fish habitat
  • Marine wildlife and their habitat (e.g. marine fish, marine mammals, sea turtles and seabirds)
  • Current use of lands and resources for traditional purposes

A follow-up program, as defined under the former Canadian Environmental Assessment Act, to verify the accuracy of the environmental assessment and/or determine the effectiveness of any measures taken to mitigate the adverse environmental effects is required for this Project.
