Misipawistik - CHRT41 - P053203 - Phase 2 JP Project - 2324 – Public Comments Invited

Jan 3, 2024 Indigenous Services Canada must determine whether the proposed Misipawistik - CHRT41 - P053203 - Phase 2 JP Project - 2324, located in Misipawistik is likely to cause significant adverse environmental effects.

To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

The proposed project (the Phase 2 JP Project) is the construction and operation of a new Jordan's Principle (JP) building on the same site as the proposed Phase 1 Cultural Centre Project (Figure 1). The Phase 2 JP Project is to provide recreation and special needs health services to children in Misipawistik Cree Nation (MCN). The Phase 2 JP Project includes: • an approximately 2,786 m2 single-story JP building • an approximately 109-stall, gravel vehicle parking lot • outdoor structures such as play structures, a storage shed, an outdoor storage compound, garage, outdoor kitchen, outdoor gathering area, smoke shack, sweat lodge, splash pad/water pumphouse, and medicine garden (Figure 2) • an approximately 50 m long, 6 m wide gravel access road extension in an approximately 20 m right of way connecting the Site to the proposed Cultural Centre access road north of the Site, and • connection of the new JP building to the existing utility network (potable water, sewer, telecommunication, and overhead power) located directly adjacent (west and north) of the Site (the initial access road construction and upgrades/extensions to utility services to the Site are described under the Phase 1 Cultural Centre Project).

 

The Phase 2 JP Project activities during the approximately 24-month construction phase (timing to be determined during the detailed design) include: • excavating areas required for the foundation of the building, parking lot, access road extension and drainage ditches • grading/landscaping, and installation of culverts to allow for proper drainage away from the building and roads • construction of the Jordan's Principle building and outdoor structures • placement and compaction of granular roadway materials • restoration of the surface, including re-vegetation/re-seeding, installation of fencing, signage, and lighting, and • furnishing of the building interior. Clearing/grubbing and the installation of the temporary construction camp are anticipated to take place as part of the Phase 1 Cultural Centre Project.

The Phase 2 JP Project activities during the operation phase include:

• maintenance (grading and re-surfacing) of the access road as needed

• maintenance of the property (lawn care and snow clearing)

• building and property maintenance, and

• regular servicing for solid waste
