Brown's Inlet Sewer Replacement – Public Comments Invited

May 1st, 2024 The National Capital Commission must determine whether the proposed Brown's Inlet Sewer Replacement located in Ottawa, Ontario is likely to cause significant adverse environmental effects in compliance with sections 81-91 of the Impact Assessment Act and the National Capital Act.

To help inform this determination, the National Capital Commission is inviting comments from the public respecting that determination. It is important to note that all comments received will be considered public. For more information, individual should consult the Privacy Notice on the Registry website.

The Proposed Project

Due to the age of the combined sewer in Brown's Inlet (built in 1912), the City of Ottawa is proposing to replace the combined sewer between Wilton Crescent and Broadway Avenue. The replacement of the combined sewer will also require the replacement of the three culverts that connect the two sections of Brown's Inlet hydraulically and allow fish and wildlife to travel from the canal to the northern section of Brown's Inlet. 

The proposed project will take place on National Capital Commission (NCC) lands and is subject to a federal land use, design, and real estate transaction approval under the National Capital Act.

The scope of the project consists of the following:

•           Replacement of approximately 80m of 300mm combined sewer with a 300mm insulated fused (no joints) combined sewer at the same elevation and location.

•           Replacement of the three cross culverts (600mm in diameter)

The construction area will be in Brown's Inlet and will be accessed by heavy equipment via Wilton Crescent and Broadway Avenue. A construction easement of 5m on either side of the existing sewer will be required to complete the work. Work will occur during the winter of 2024/2025 when the pond is drained (corresponds to the lowering of the Rideau Canal) and the ground is frozen.  Construction work will abide by all municipal by-laws, including noise.
