Reasons for a Federal Assessment

On July 20, 2004, it was determined that an environmental assessment was required in relation to the project because Public Works and Government Services Canada was the proponent for the project.

Project Description (as posted in the Notice of Commencement)

The proposed project is to provide and install two temporary two-storey modular buildings, which will be used for temporary office accommodation. The modular building located at the Edward Drake Building will have a capacity of approximately 150 people, while the building at Sir Leonard Tilley will hold approximately 100 people. The modular buildings will remain in place for approximately seven years. The modular buildings will be serviced with electricity, water, sewage, and communications. The Sir Leonard Tilley Modular Building will require the installation of security fencing and bollards, and will require minor routing modifications in the parking area. The Edward Drake Modular Building will be constructed within the boundaries of an existing security fence.The scope of the project will therefore include: site grading and excavation; the installation of a security fence, bollards and site services; the operation and maintenance of the buildings as office accommodations, and the decommissioning of the modular buildings. All structures will be erected within the existing property boundaries.

Final Decision

A decision was taken on August 23, 2004 and was that the authority may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the screening report and taking into account the implementation of appropriate mitigation measures, the authority is of the opinion that the project is not likely to cause significant adverse environmental effects.
