Reasons for a Federal Assessment

On April 22, 2009, it was determined that an environmental assessment was required in relation to the project because Fisheries and Oceans Canada was the proponent for the project.

Project Description (as posted in the Notice of Commencement)

Fisheries and Oceans Canada wishes to carry out soil decontamination on a vacant lot, the site of a former navigation aid light on Dowker Island. Previous investigations around the light revealed heavy metal contamination of the adjacent soil. A portion of the contaminated soil was excavated in 2007. The project involves remediating the soil so that it meets acceptable quality criteria for site use. The remaining volume of contaminated soil to be excavated has been estimated at 45 m3. The excavated soil and battery waste will be disposed of at an authorized site off the island. The work team and equipment will be deployed by boat or barge. The project scope includes access to the site and preparation of the work site. The environmental assessment will cover the excavation and off-site disposal of the contaminated soil. The project scope also includes the backfilling of the excavations. Air, soil and water quality, wildlife (terrestrial, avian and aquatic), plant life, and the presence of species at risk are the main ecosystem components that will be considered in the analysis of the project impacts.

Final Decision

A decision was taken on July 14, 2009 and was that the authority may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the screening report and taking into account the implementation of appropriate mitigation measures, the authority is of the opinion that the project is not likely to cause significant adverse environmental effects.
