Reasons for a Federal Assessment

On September 9, 2011, it was determined that an environmental assessment was required in relation to the project because Fisheries and Oceans Canada considered taking action in relation to subsection 35(2) of the Fisheries Act.

Project Description (as posted in the Notice of Commencement)

Douglas Channel Gas Services Ltd. (DCGS), on behalf of Douglas Channel Energy Partnership (DCEP), proposes to construct and operate a small scale natural gas liquefaction facility on the west bank of Douglas Channel (the Project), south of the Half Moon Bay Marina, within the District of Kitimat and the asserted traditional territory of the Haisla Nation. The Project will utilize existing natural gas pipeline capacity from Pacific Northern Gas Ltd. (PNG). DCEP will provide new infrastructure as needed to transport natural gas from the terminus of the existing PNG facilities and power from BC Hydro's Minette substation to the Project site. Feed gas supplies will be sourced from producers in British Columbia and Alberta utilizing existing pipeline infrastructure. The new Project facilities and infrastructure will be minimal and will include the following:  liquefaction facilities (either barge-based or land-based);  offshore jetty and marine structures;  on-shore facilities;  pipeline and power transmission;  small sub-station (for power step down);  road access and parking; and  support utilities.

The proposed scope of the Project includes the construction, operation and decommissioning of the following components:  A new marine jetty and LNG tanker berthing facility;  twin 10 km-long 254 mm-diameter natural gas pipelines;  a 10 km 287 kV transmission line;  a small sub-station for power step-down;  an upgrade to existing roads and up to 3 km of new roads if necessary;  on-shore terminal facilities, including a small (approximately 25,000 m3) LNG surge storage tank;  operation of the small-scale LNG production and export facility;  the activity of LNG shipping between the LNG loading facility and Hecate Strait, including routes through Browning Passage at the entrance of the Principe Channel to the North and Caanano Sound to the South;  the construction related to fish habitat compensation; and  any other ancillary Project component located within lands or Rights of Way associated with the Project.

Final Decision

On July 6, 2012, the new Canadian Environmental Assessment Act, 2012 came into force which replaced the former Canadian Environmental Assessment Act. As a result, there is no longer a requirement to complete the environmental assessment of this project.
