Towerbirch Expansion Project

Public comment invited on the Review of Related Upstream Greenhouse Gas Emissions Estimates

October 6, 2016 – Environment and Climate Change Canada has published today the draft Review of Related Upstream Greenhouse Gas Emissions Estimates for the NOVA Gas Transmission Ltd. (NGTL) Towerbirch Expansion Project. The document provides an estimation of the greenhouse gas (GHG) emissions released as a result of upstream production associated with the proposed Towerbirch project.

NGTL proposes to construct and operate new natural gas pipeline facilities in northwestern Alberta and in northeastern British Columbia to expand the existing NGTL System. This expansion would provide gas producers in the Tower Lake area of the Montney region, British Columbia, with direct access to the NGTL System, and consequently to gas markets across North America. The National Energy Board (NEB) has conducted an environmental assessment of the project and its report, which has also been released today, describes the NEB's conclusions and provides a list of recommended conditions that would apply to the project, should it be approved. 

Environment and Climate Change Canada invites the public, Indigenous peoples, governments and other interested parties to comment and provide input on the draft upstream GHG assessment. All comments received will be posted on the Canadian Environmental Assessment Agency's online public registry.

After review and consideration of public comments, a final assessment will be available on the Agency's online public registry. The final upstream GHG assessment is one of several measures the Government of Canada is taking based on the interim principles it announced to guide decision making on projects. It will be submitted to the Governor-in-Council to inform decision making on the project.
