Fence Installation and maintenance at Richmond Training Area

July 2, 2020 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

A fence is required around the perimeter of the Richmond training area. The proposed fence installation and maintenance will be a two-part project. For the fence line construction, a 4 metre swath of vegetation along the property line will be cleared. Low spots will be raised so that the fence is even height and in a straight line which increases its effectiveness at restricting access. Straining posts with concrete footings will be installed every 30 metres, or where there is a change in alignment greater than 10° degrees. Concrete footings will be to a depth of 1.2 metres. There will be posts with smaller concrete footings every 3 metres. The fence will have a barbed wire overhang and the overall height will be approximately 3 metres and will extend 2600 metres to meet the existing 720 metres of fence at the armoury. Vehicles will be staged on DND land.

The second phase will be long-term maintenance. To provide sight lines and ensure the fence is functioning properly, a 4 metre swath (2 metres each side) will be kept clear of vegetation. The maintenance of the vegetation will be done by hand to minimize disturbance to the surrounding vegetation and wildlife, avoid soil/peat compaction, and allow for a visual inspection of the fence.
