Notice of intent to make a determination

Peguis First Nation Recreation Centre Soil Remediation] – Public Comments Invited

6 October 2020 – Indigenous Services Canada must determine whether the proposed [project title], located in Peguis, Manitoba  is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

The project will involve the excavation of approximately 960 m3 of petroleum hydrocarbon (PHC), polycyclic aromatic hydrocarbon (PAH), and volatile organic compound (VOC) impacted soil from the Recreational Centre Site in Peguis First Nation (the Site). The hydrocarbon impacted soil will be hauled out of the community to a licensed soil treatment facility (Prairie Green Landfill) located in the RM of Rosser, Manitoba. The project site locations are depicted on Figure 1. Refer to the appended Figure 2
depicting the estimated petroleum hydrocarbon impacted area.

The Site is located in the central portion of the community, along the north side of Provincial Road 224 at UTM coordinates 14U 600795 E, 5686171 N. Current development at the Site consists of a commercial building operating as the Peguis Rec Centre. The building is mainly utilized for office
purposes, as well as community gatherings. The west side of the building contains a gymnasium, which is utilized by community members for recreation. An abandoned 10,000 L aboveground fuel storage
tank (AST) is present adjacent to the Peguis Rec Centre building, within a fenced enclosure located in the southwest portion of the property. Aboveground fuel distribution lines run from the AST into the
adjacent mechanical room on the west side of the building.

Neighboring land-use includes a white, dome-shaped building used for flood relief located north of the Rec Centre, and a storage area for trailers. Numerous housing units are present along the access road bordering the west side of the Site, northwest from PR 224. The school bus garage (former Industrial Arts Facility) is located across the main access road to the west, and a new community arena is located south of the Site, across PR 224. A main hydro line runs parallel to the PR 224, connecting to the eastern
corner of the Recreational Center building. The nearest residential housing unit is located approximately 50 meters from the planed remediation zone.

At its's closest point, Fisher River is situated approximately 200 metres from the area planned for excavation.  Pre-construction activities will include the development of a detailed project design report for approval.
Upon approval of the final design stage by the project team, tender documents (i.e. drawings and specifications) will be prepared and the tender call will be administered. Construction activities will be initiated by the successful contractor in the fall of 2020. At the onset of the  construction activities, the Contractor will locate and protect utility lines and preserve them in operating condition. To facilitate access to the impacted area, site preparation activities will include the decommissioning/removal of the perimeter fencing, and existing AST and associated distribution piping. A Licensed Petroleum Technician (LPT) will be retained to disconnect the fuel system, remove product
and purge the AST. The decommissioned AST and associated piping will be hauled out of the community for proper disposal (recycling). A portion of the concrete sidewalks south and west of the AST may also require removal during the remediation activities. The sidewalk(s) will be re-established after the soil  remediation activities are completed. Minor clearing and grubbing of shrubs and long grass may be required within the tank enclosure at the Site.
