February 3, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

This project involves the execution of the work as well as the supply of labour, materials and tools necessary for the conversion of the heating system of buildings B300 and B301 of HMCS Jolliet. The work involves, but is not limited to, the replacement of existing gas boilers with electric boilers, including piping, insulation, ventilation and abandonment of the natural gas network. Work on the structure of the buildings will also be necessary, especially on the roof to dismantle the combustion air intake and the chimney, as well as the dismantling and patching of partitions, concrete slabs, doors and windows, etc. Control work will be necessary to connect the new equipment to the centralization, as well as work of an electrical nature to supply the new heating system, lighting, new fire alarm system, etc. A new electrical entrance must be built including the replacement of the existing transformer, concrete block, entry station, wiring, etc. Finally, excavation work related to the construction of the new electrical entrance will be necessary and will involve the cutting of two trees and the disposal of soil off site. The work is located near potentially contaminated soils, a soil characterization will be carried out before the work. Restoration of the site to its original condition includes redesigning a sidewalk, sodding and planting trees.
