Notice of Determination

North Vancouver, B.C. –March 19, 2021– The Vancouver Fraser Port Authority has determined that the proposed installation of non-hydraulic boat lift located at 5191 Coombe Lane, Belcarra, BC is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • Development and implementation of a spill prevention, containment and clean-up plan
  • No direct or indirect discharge of deleterious substances of any type will be released to water frequented by fish which may adversely affect fish or fish habitat in a manner contrary to Section 35 of the Fisheries Act
  • Waste and debris will be collected and disposed of at suitable upland locations
  • Machinery will be maintained in good condition free of fluid leaks, invasive species and noxious weeds
  • No barge or other vessels will ground or otherwise disturb the foreshore or seabed
  • The seabed will not be disturbed outside of the project site

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
