Base-wide Spread of Asphalt Millings from Runway, 5 Wing Goose Bay

July 6, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is proposing a project which aims to spread and reuse asphalt millings being removed from Runway 08-26 during the Resurfacing Project. Aerodrome Runway 08-26 Resurfacing Project will create large quantity of milled asphalt. In the proposed project, DND proposes to use asphalt millings and spread them over deteriorated existing roads which have had recycled asphalt millings applied in the past. Millings will be loaded aboard dump trucks from the stockpile location at the northside of the Northwest taxiway and transported to the various locations with the dump trucks. Millings will then be dumped on the road and spread with a grader and compacted with a steel drum roller. Asphalt millings will be spread over 21 km of road network. Work will be carried out daily, approximately daylight to dark. Project is proposed during the Second Phase of Runway 08-26 Resurfacing Project which is estimated to start on August 1, 2021 and end by August 7, 2021.
