Amendment to the construction hours in respect to condition 15 of the approved Golden Ears Forcemain (GDEFM) (PER No. 20-163) – Public comments invited 

April 5, 2022 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Amendment to the construction hours in respect to condition 15 of the approved Golden Ears Forcemain (GDEFM) (PER No. 20-163), located at approximately 250 metres west of the Golden Ears Bridge, is likely to cause significant adverse environmental effects. Written comments to be received by May 4, 2022. 

To help inform this determination and a decision on whether or not to approve the proposed amendment, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed amendment 

Metro Vancouver proposes to carry out physical works associated with the approved Golden Ears Forcemain (GDEFM) project to perform horizontal directional drilling (HDD) operations continuously (24 hours a day, 7 days a week) from May 1, 2022 to November 31, 2022, excluding statutory holidays. This would require an amendment to condition 15 of the approved project permit, which states: 

All general construction and physical activities related to the project shall be conducted from Monday to Saturday between the hours of 7:00 AM and 8:00 PM. These hours are not to be modified without prior approval of the port authority. Permission for variance must be submitted with a written request at least 30 business days prior to the desired start date. 

The Vancouver Fraser Port Authority understands that these works are not anticipated to generate significant noise and that Metro Vancouver is committed to applying general noise reduction and mitigation practices to prevent and minimize disturbances.
