Construction of an Equestrian Indoor Riding Arena at 5790 Russell Road in Ottawa, Ontario – Public Comments Invited

July 1, 2022 The National Capital Commission must determine whether the proposed construction of an equestrian indoor riding arena at 5790 Russell Road located in Ottawa, Ontario is likely to cause significant adverse environmental effects in compliance with sections 81-91 of the Impact Assessment Act and the National Capital Act.

To help inform this determination, the National Capital Commission is inviting comments from the public respecting that determination. The Proposed Project

The primary Brookson Riding Academy equestrian riding arena was damaged beyond repair on May 21, 2022 by the derecho storm system that swept across Eastern Ontario. The Brookson Riding Academy proposes the new construction of an equestrian indoor riding arena located at 5790 Russell Road, Ottawa, Ontario. The new arena is expected to be more durable as it will be built entirely of metal. The arena will be an essential part of the farm operation.

The proposed project would take place on leased National Capital Commission lands. The project is subject to a federal land use, design, and real estate transaction approval under the National Capital Act.

The new equestrian indoor riding arena would measure 26 meters by 80 meters. The arena will have a total footprint of approximately 2,000 square meters, which is approximately 60 square meters larger that the previous arena. While the new arena would be built in the same location as the previous arena, excavation to a depth of 1 meter will be required.

The construction process will involve the use of heavy machinery for excavation and preparation the arena base, and small construction vehicles for the final application of the riding surface.

The construction is proposed for September 2022 with a completion date of December 2022. All construction work will abide by all municipal by-laws, including noise. No trees are expected to be removed or impacted during the preparation and use of this land.
