July 27, 2022 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project which consists of installing a temporary soft-membrane structure within the Experimental Proving Grounds. The structure is to be raised at a previously occupied site of a 300 foot tower. The site requires removal of debris and placement of geotextile fabric, along with crushed rock. Furthermore, the site needs to be levelled, so the soft membrane structure can be erected. The site may require a unexploded explosive ordnance sweep for the construction of the site. The site will be disassembled at the end and efforts will be put in for land reclamation.

Site work will consist of laying a geotextile tarp/fabric, laying and levelling the crushed rock. Transport and assembly of the soft-membrane test enclosure. Test enclosure will be 150 feet x 50 feet with internal peak height of roughly 25 feet. The structure will be a steel framed, fabric covered building with steel framing on the two end walls, along with fabric cladding. The building will require power supply to power test instruments and exhaust fans.
