Jeanne Mance Building - Installation of Exterior Bike Enclosure – Public Comments Invited

July 27, 2022 – The authorities must determine whether the proposed Jeanne Mance Building - Installation of Exterior Bike Enclosure, located in Ottawa, Ontario is likely to cause significant adverse environmental effects.

To help inform this determination, the authorities are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

The overall intent of the project will be the installation of a new bike enclosure on the northwest corner land of the Jeanne Mance building. This new installation will replace the existing bike enclosure currently located at the northeast corner land of the Jeanne Mance. The old bike enclosure will be decommissioned due to the PSPC delivered ESAP projects and BGIS delivered Medium Voltage Infrastructure project requirements within that area of land.

The new bike enclosure will include removal of existing soils to a depth of approximately 12 inches for the installation of a permeable surface and perimeter fencing to house and secure tenant employee bicycles.

While the project work is located on the exterior grounds of this site, the disruption to soils will be minimal and limited in overall depth for the purposes of installing a granular base for the enclosure's permeable surface. The enclosure is directly against the building on two sides with fencing located on two outer sides to secure the bicycles housed within. This project is estimated to encompass a total area of approximately 240m².

This project is in line with Federal initiatives to promote transportation solutions in order to help achieve net-zero emissions within Canada by 2050.

Description of General Project Activities:

A certified and insured general contractor and their subcontractor(s) will perform the following activities:

Exterior Work

• Excavate existing topsoil to a depth of 12 inches,
• Saw cut and remove minor section of existing concrete pad,
• Installation of concrete sonotubes to accommodate new 7'-8' chain link fence,
• Installation of granular base material,
• Installation of a permeable surface on granular bedding material within bike enclosure,
• Installation of duct bank to accommodate future security data/cameras and power receptacles.
• Installation of weatherproof junction box at wall penetration (above grade).

Interior work

• Installation of access hatches in select areas.
• Routing electrical conduits and wiring above ceiling space to proposed electrical panel.

The majority of work is expected to occur on land by personnel using a combination mechanized equipment such as a small excavator, skid-steer loader and dump truck along with hand-held power tools such as small electric, gas or pneumatic operated tools (i.e. quick cut concrete saw, chipping tools, edger etc.). Additionally, select project activities are expected to be performed inside of the adjacent Jeanne Mance building to accommodate electrical tie-in for power and security purposes.

This work is not expected to include alteration of existing parking lot, roadway, utility infrastructure or walkway footprints, nor is work expected to involve relocation or redesign of trees, wildlife habitats or vegetation (aside from existing grass removal).
