PErmit expiry date extension - Mooring Piles at Pier 94 - Public Comments Invited 

November 1, 2022 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed permit expiry date extension for the approved Mooring Piles at Pier 94, located at 3 St. Andrews Avenue, North Vancouver, BC  is likely to cause significant adverse environmental effects.  Written comments to be received by November 30, 2022.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Amendment 

Seaspan proposes to provide additional moorage for transient marine equipment at their Pier 94 located at 3 St. Andrews Avenue in North Vancouver. The scope of work involves relocating the existing fixed barge (NP70) to an alternate mooring location until it can be repurposed, removing three existing steel-piled dolphins including their timber fenders, and installing seven new 1,067 millimetre diameter cantilevered steel mooring piles. Drilling may be required to advance the piles depending on the density of the underlying till in the location of each pile to achieve required depth. The piles will be extracted and installed using vibratory hammers and, if required, impact hammers on spud-barge-mounted marine derrick and crane. Underwater noise mitigation and marine mammal observation will take place during the length of the works. The works are to be completed during normal operating hours. Works are expected to require approximately 10 weeks to complete. This project was previously approved, and the applicant is requesting an extension to the validity period – an additional 2 years.
