WWTP Outfall Project Habitat Offsetting amendment for construction activities outside regular work hours – Public comments invited 

December 16, 2022 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed WWTP Outfall Project Habitat Offsetting amendment for construction activities outside regular work hours, is likely to cause significant adverse environmental effects. The Project is located on the north side of Annacis Island, adjacent to the 1400 Block of Cliveden Avenue, Delta, B.C.  Written comments to be received by January 14, 2023

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

Metro Vancouver's Greater Vancouver Sewerage and Drainage District is proposing an amendment to Condition 14 of their Vancouver Fraser Port Authority Project Permit 22-076 to carry out construction activities outside regular work hours. The Applicant has requested approval to carry out approved physical activities associated with marsh bench and intertidal mudflat construction, and planting 24 hours per day, seven days per week. This amendment was requested to ensure intertidal works are completed during favorable low tides and to meet the February 28, 2022 time limit to complete habitat offsetting works, as stipulated in their Department of Fisheries and Oceans Canada Fisheries Act Authorization. 

There are no proposed amendments to the project scope. Impacts due to noise and light is not expected to be significant.
