Additional Nitrogen Tank and Pad – Public comments invited 

February 10, 2023 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Additional Nitrogen Tank and Pad, located at  2300 Columbia Street, Port Moody, B.C., are likely to cause significant adverse environmental effects. Written comments to be received by March 11, 2023

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

Pacific Coast Terminals Ltd. are proposing to install an additional nitrogen tank adjacent to the existing nitrogen tank, in the tank farm rail unloading area. The new storage tank would be approximately 3 metres in diameter, and approximately 11 metres in height and would hold approximately 49,210 litres of liquid nitrogen. A concrete pad, approximately 25 square metres and 0.7 metres deep would be installed to support the tank. The new pad would be dowelled into the existing tank pad and supported by 4 standard pipe piles, installed at a 22 degree offset angle from vertical to a depth of 18 metres below grade. The new tank would then be anchor bolted into the concrete pad to secure it, connected to the existing nitrogen system and have protective bollards installed around it. The tank would act as extra storage capacity for the rail unloading process.
