Notice of Determination

March 21, 2023 – Aéroports de Montréal has determined that the proposed project for the tank farm demolition and remediation at YMX International Aerocity of Mirabel is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This determination was based on a consideration of the following factors:

  • Technically and economically feasible mitigation measures listed below;
  • Community knowledge;
  • Indigenous knowledge and impacts on rights of Indigenous peoples.

The mitigation measures considered for this determination are as follows:

Current or global measures:

  • Maintain trucks and all machinery in good working order.
  • Limit idling of vehicles and machinery.

Air quality and climate change:

  • Provide a mechanical broom for all work that causes sediment on the roads.
  • Tarp or water mounds of soil, sand, gravel or crushed stone.
  • During the transport of materials containing fine particles, cover them at all times with tarpaulins firmly fixed.
  • Manage the recovery and disposal of hazardous substances according to applicable regulations and good environmental practices.

Noise and vibration:

  • Comply with noise standards for work involving noisy equipment.
  • To the extent possible, limit the height of falls to 2 m at the transfer points and limit the impulsive noise of the tailgates.

Soils and groundwater:

  • Manage the recovery and disposal of hazardous substances according to applicable regulations and good environmental practices.
  • Manage contaminated soil and groundwater in accordance with applicable regulations.
  • Carry out the dismantling of tanks, separators or any other related equipment that has contained petroleum products, in accordance with applicable legislation.
  • Ensure the presence at all times of a spill kit.

Hydrology and surface water quality:

  • Reduce the emission of particles produced by the demolition of infrastructure by spreading water, another dust suppressant or by implementing any other measure.
  • Tarp or water mounds of soil, sand, gravel or crushed stone.
  • During the transport of materials containing fine particles, cover them at all times with tarpaulins firmly fixed.
  • Ensure the presence at all times of a spill kit.
  • Characterize excavation water before being discharged into the environment if it is likely to reach a watercourse or if it is disposed of externally.
  • Protect storm sewers at all times from any release of contaminants.

Vegetation and wetlands :

  • For all work that causes sediment on the roads, provide a mechanical broom.
  • Reduce the emission of particles produced by the demolition of infrastructure by spreading water, another dust suppressant or by implementing any other measure.
  • Tarp or water mounds of soil, sand, gravel or crushed stone.
  • Reduce, if necessary, the speed of traffic on the site.
  • During the transport of materials containing fine particles, cover them at all times with tarpaulins firmly fixed.

Wildlife:

  • Reduce, if necessary, the speed of traffic on the site to reduce dust and the risk of collision with wildlife.
  • Perform a visual inspection before excavation and demolition of buildings to ensure that no nests are present on the site.

Archeology and heritage:

  • Report any fortuitous archaeological or heritage discovery and stop work at the location of the discovery until it has been fully assessed by an archaeologist.

Countryside:

  • Make sure to keep the work areas and the site in good order and clean. Residual materials and excavated soil will be stored in the spaces designated for these purposes and, when applicable, in appropriate containers.

 

Accordingly, Aéroports de Montréal may carry out the project, exercise its powers or provide financial assistance to enable the project to be carried out, in whole or in part.
