Notice of Determination
February 26, 2025 – The Business Development Bank of Canada (BDC) has determined that the proposed construction of a building is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- impacts on rights of Indigenous peoples;
- Indigenous knowledge;
- community knowledge;
- comments received from the public; and
- technically and economically feasible mitigation measures.
Note that no comments were received during the public commenting period.
Mitigation measures taken into account for this determination include prevention activities in the following areas:
- Housekeeping and Waste Management - Mitigation measures to minimize environmental impacts through appropriate controls and site inductions of employees and sub-contractors.
- Pollution Prevention - Mitigation measures to minimize environmental impacts through appropriate controls to prevent contamination and deal with accidental spills and leaks effectively.
- Management of Oil and Other Noxious Substances - Mitigation measures to minimize environmental impacts from the use of heavy equipment that will contain engine oils, hydraulic oils, and coolants through fuel handling and disposal of waste and oil.
- Air Quality Management - Air quality is managed principally by emission controls at source.
- Noise Management - Noise will be managed primarily through administrative and equipment controls during construction and/or operation.
- Heritage - Mitigation measures to minimize heritage impacts and to ensure impacts outside of the approved disturbance area are avoided.
- Sediment and Erosion Control - Mitigation measures to ensure that direct impacts (land disturbance) are limited to the property, and that secondary impacts do not impact adjacent areas.
- Wildlife Management - Mitigation measures to ensure impacts to wildlife are minimized and impacts outside the property are avoided.
- Native Vegetation - Mitigation measures to ensure impacts to native vegetation are minimized on site and outside the property. Control spread / introduction of weeds.
BDC is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, BDC may provide financial assistance to enable the project to be carried out in whole or in part.
