Notice of Determination

Vancouver, BC – June 16, 2025 – Fisheries and Oceans Canada (DFO) have decided that the proposed renewable power generation system at Nootka Lightstation is not likely to cause significant adverse environmental effects.
In making this determination, Fisheries and Oceans Canada considered the following factors and environmental aspects:

This determination was based on consider of the following factors:
    • Any impacts that the project may have on the rights of Indigenous peoples;
    • Indigenous knowledge;
    • Community knowledge;
    • Comments received from the public; and
    • Technically and economically feasible mitigation measures

Mitigation Measures were taken into account and are summarized below.
    • The Contractor will submit a Spill Prevention and Response plan prior to works starting. The spill response plan will detail a communication plan and process in the event of a spill. Spill kits will be fully stocked, easily     accessible and identifiable, and will be on site (including barge) during construction activities. 
    • Minor vegetation removal will take place, outside of the regional bird nesting window reducing potential impacts to migratory birds and their nests.
    • Erosion and sediment control measures (i.e., silt fence, tarp) will be in place to protect any soil stockpiles and associated sedimentation and run off. 
    • Any waste generated during the project construction phase will be removed from site and disposed of appropriately.

Fisheries and Oceans Canada is satisfied that there is little potential for the project to cause adverse environmental effects on areas of federal jurisdiction. Environmental effects that are within provincial jurisdiction would be addressed through provincial regulations.

Therefore, Fisheries and Oceans Canada may exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
