Notice of Determination

North Vancouver, B.C. – March 19, 2026 – The Vancouver Fraser Port Authority has determined that the proposed New private residential dock at 1922 Cardinal Crescent, North Vancouver, BC is not likely to cause significant adverse environmental effects

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult the following Indigenous groups:

The port authority received comments during Indigenous consultation related to recreational dock best practices/guidelines and request to receive a copy of the port authority's Archaeological Chance Find Procedure, cumulative effects, DFO reduced-risk fish timing windows, salvage of marine species, soft start procedure, spill kits for individual equipment/machinery, and notification in the event of an environmental incident or spill. The permit considerations, including the requirement to carry out the Project in accordance with the intertidal and subtidal habitat assessment provided by the Permit Holder, have addressed the comments.

Based on the record of consultation, the port authority is of the view that the duty to consult has been met.

A Notice of Intent to Make a Determination on the Project was posted to the Canadian Impact Assessment Registry on January 26, 2026 for public comment. One comment was received but was unrelated to the Project.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • The submission of engineered drawings prior to commencing construction
  • All construction debris and waste materials will be collected in the immediate working area and disposed of at an appropriately licensed facility
  • All activities involving the use of concrete, cement, or other lime-containing construction materials will be conducted so that the materials do not enter the aquatic environment
  • The works will not deposit a deleterious substance in water inhabited by fish, or affect fish or fish habitat in a manner contrary to the Fisheries Act.

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
