On October 3, 2005, it was determined that an environmental assessment was required in relation to the project because Fisheries and Oceans Canada considered providing financial assistance to the proponent and considered taking action in relation to subsection 35(2) of the Fisheries Act and because Aboriginal Affairs and Northern Development Canada considered providing financial assistance to the proponent.

Project Description (as posted in the Notice of Commencement)

Construction of a breakwater measuring roughly 180 m and expansion of the launch ramp by approximately 55 m. The project also includes the excavation of substrate over an area of roughly 1,900 m2 at the base of the ramp. The scope of the project includes the construction of the breakwater and launch ramp and the operation of an existing quarry.

Final Decision

A decision was taken on November 2, 2005 and was that the authorities may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the screening report and taking into account the implementation of appropriate mitigation measures, the authorities are of the opinion that the project is not likely to cause significant adverse environmental effects.
