Demolition of the seaplane dock in La Romaine, Quebec

The La Romaine seaplane dock is located approximately 2 km east of the La Romaine commercial dock, both of which are owned by Transport Canada.  This wharf has not been used by seaplanes for several years and its condition is very deteriorated.  It serves as wave protection for a municipal boat launch built next to it, used by residents of La Romaine and the Innu community of Unamen Shipu. 

The dock consists of a riprap approach with a boardwalk installed on top, and timber cribs at the head, part of which is also riprap.  All the wooden structures of the seaplane dock are in very poor condition, unusable and dangerous.  No activity is permitted on this dock and signs prohibit access to the dock.  In 2016, access to the dock was blocked and a portion of the boardwalk was removed.  Pieces of wood are coming loose and causing a nuisance to navigation. 

The project consists of removing all existing wood structures, repairing the riprap to be stable for the long term, and decontaminating the soils and sediments.  Specifically, the project consists of:

  • Completely demolish all wooden structures;
  • Filling the resulting hole with proper sized stone;
  • Repair the entire riprap to ensure its long-term stability;
  • Remove all contaminated soils and sediments present to meet the remediation requirements. 

The project should be developed with the following in mind:

  • The riprap repair work must respect the existing footprint so as not to create encroachment on the marine environment;
  • Existing wood structures are creosoted and will need to be managed accordingly (storage, transportation and disposal);
  • During construction and once the boardwalk and crib are demolished, the soils and sediments beneath these structures must be characterized as it is not otherwise possible to determine their quality.  If required, contaminated soils and sediments should be removed;
  • Contaminated soils and sediments must be properly managed (storage, transportation, disposal).


Latest update

The public comment period on the project is closed. Transport Canada is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
