Reasons for a Federal Assessment

On September 26, 2006, it was determined that an environmental assessment was required in relation to the project because Canada Economic Development for Quebec Regions considered providing financial assistance to the proponent.

Project Description (as posted in the Notice of Commencement)

The project concerns upgrading to standards the drinking water installations in the municipality of Rimouski. The scope of the project covers the following activities / interventions, including its indissociable elements: groundwater prospecting activities; decommissioning of the existing water uptake in Lac à l'Anguille; construction of three permanent wells with a total capacity of 7 000 000 m3 / year in rivière Neigette and Neigette Dam areas; construction of services buildings; construction of a chlorination system; installation of a supply line (including river crossings); changes to the configuration of the water supply network; hook-ups from wells to pumping stations; hook-ups to existing water supply network; installation of a safety fences; rebuilding of existing access roads and construction of new roads to access to the wells at Neigette Dam area (including a 10 m long bridge); repairs to the existing reservoir; landscaping; restoration of the site (roads); exploitation of the ground water aquifers; closure and decommissioning of the three wells at the end of their operational life; all other elements related to the project.

Final Decision

A decision was taken on March 19, 2009 and was that the authority may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the comprehensive study report and taking into account the implementation of appropriate mitigation measures, the authority is of the opinion that the project is not likely to cause significant adverse environmental effects.

Follow-up Program

It was determined that a follow-up program to verify the accuracy of the environmental assessment and/or determine the effectiveness of any measures taken to mitigate the adverse environmental effects is required for this project.
