Public Comment Invited on the Review of Related Upstream Greenhouse Gas Emissions Estimates
May 19, 2016 — Environment and Climate Change Canada today published the draft Review of Related Upstream Greenhouse Gas Emissions Estimates for the Trans Mountain Expansion Project (TMX). The document provides an estimation of the greenhouse gas (GHG) emissions released as a result of upstream production associated with the proposed Trans Mountain Pipeline Expansion Project, and an overall discussion of the project's potential impact on GHG emissions.
The TMX is a proposal to expand the existing Trans Mountain pipeline system between Edmonton, AB and Burnaby, BC. It would include approximately 987 km of new pipeline, new and modified facilities, such as pump stations and tanks, and the reactivation of 193 km of existing pipeline. The National Energy Board (NEB) has conducted an environmental assessment of the project and its report, which has also been released today, describes the NEB's conclusions and provides a list of recommended conditions that would apply to the project, should it be approved.
This draft Review of Related Upstream Greenhouse Gas Emissions Estimates is an example of an upstream GHG assessment using Environment and Climate Change Canada's proposed methodology published on March 19, 2016, for estimating the upstream GHG emissions associated with oil and gas projects undergoing federal environmental assessments.
Environment and Climate Change Canada invites the public, Indigenous peoples, governments and other interested parties to comment and provide input on the draft upstream GHG assessment. All comments received will be posted on the online public registry on the Canadian Environmental Assessment Agency's (the Agency) website.
After review and consideration of public comments, a final assessment will be available on the Agency's online public registry. The final upstream GHG assessment is one of several measures the Government of Canada is taking based on the interim principles it announced to guide decision making on projects. It will be submitted to the Governor-in-Council to inform decision making on the project.
