Resource Document for Proposed Information Requests on the Technical Merit of the Additional Information provided by Ontario Power Generation for the Deep Geologic Repository for Low and Intermediate Level Radioactive Waste Project

The Canadian Environmental Assessment Agency (the Agency) invites Indigenous groups, government bodies, the public and other participants to submit comments on the technical merit of the additional information submitted by Ontario Power Generation (OPG) for the Deep Geologic Repository for Low and Intermediate Level Radioactive Waste project (the Project) in response to the February 18, 2016 request by the Minister of the Environment and Climate Change.

Purpose of the resource document

This resource document provides an optional template (see links below) to assist participants in their technical review of OPG's response, and to prepare information requests they wish the Agency to consider. Use of the template is not mandatory. All submissions provided will be considered by the Agency in determining the technical merit of the information, or whether information requests will be necessary.

All documents submitted for the technical review will be considered public and posted on the Canadian Environmental Assessment Registry (the Registry) at www.ceaa.gc.ca, reference number 17520. Submissions must be received by February 17, 2017.

Guidance for the technical review

When reviewing the additional information submitted by OPG, participants should consider the technical validity of the information, methods and analysis used, as well as the conclusions regarding the significance of any environmental effects, proposed mitigation measures and plans for related follow-up programs. Following are examples of observations that a participant may use in the preparation of their submission:

  • Whether you agree or disagree with the proponent's methodology for identifying alternate locations for the Project;
  • Whether you recommend the proponent use a different criteria to assess accidents or malfunctions associated with the Project;
  • Whether you suggestion that additional measures are necessary to mitigation specific cumulative environmental effects relating to the aquatic environment.

The technical review will focus solely on the additional information provided by OPG (Registry #2883) in response to the Minister's request of February 18, 2016 (Registry #2871). The Agency provided further clarification to OPG on the requirements to respond to the Minister in a letter dated September 7, 2016 (Registry #2875). The information already reviewed and assessed as part of the Joint Review Panel process, as summarized in the Panel's Report (Registry #2206) is no longer subject to review.

How to complete the Proposed Information Request template:

  • Download your preferred version of the template (PDF or Microsoft Word)
  • Use the headings provided in the table, and, to the best of your ability, identify the following:
    • the location of the information in OPG's response, including the Addendum and Errata;
    • a rationale as to why the Agency requires the information; and
    • if possible, a request for what specific additional information is required.
