Dear Mr. Bailey:

RE: Termination of the Federal Environmental Assessment of the Aurora LNG Project

Thank you for your letter of October 18, 2017 regarding Nexen Energy ULC's (the proponent) October 4, 2017 request to withdraw the Aurora LNG Project from the federal and provincial environmental assessment processes, and the subsequent termination of the provincial environmental assessment.

In light of the proponent's request, on October 24, 2017 the Canadian Environmental Assessment Agency terminated the federal environmental assessment of the Project. The Notice of Termination is posted to the Canadian Environmental Assessment Registry: http://www.ceaa-acee.gc.ca/050/document-eng.cfm?document=120876.

As there are no longer federal or provincial environmental assessments of the Project, the substitution of the federal environmental assessment of the Project, granted to British Columbia (B.C.) by the Honourable Leona Aglukkaq, former Minister of the Environment, on August 21, 2014, is no longer applicable.

The Agency appreciates the B.C. Environmental Assessment Office's efforts in undertaking the substituted environmental assessment, and the collaborative approach taken to involve the Agency as you worked to fulfill the Memorandum of Understanding between the Canadian Environmental Assessment Agency and the B.C. Environmental Assessment Office on the Substitution of Environmental Assessments (2013), and the conditions of the former Minister's substitution approval.

Sincerely,
