Dear Mr. Morrison:

SUBJECT: Outcome of Conformity Review of Responses to Additional Round I Information Requirements (IRs) for the proposed CNOOC International Flemish Pass Exploration Drilling Project

On February 8, 2019, the Canadian Environmental Assessment Agency (the Agency) received responses from CNOOC Petroleum North America ULC (CNOOC) to the Round I Information Requirements (IRs) sent to CNOOC by the Agency on June 8, 2018. The Agency notes the February 8, 2019 submission is in addition to CNOOC's September 17, 2018 submission of a subset of responses. The February 8, 2019 submission includes new and revised responses, and is combined with the September 17, 2018 submission in a single document.

The Agency has determined that the new and revised IR responses provided in CNOOC's February 8, 2019 submission are sufficient to proceed to technical review. The Agency previously determined that, with the exception of two responses that have since been revised, the responses submitted on September 17, 2018 were also sufficient to proceed to technical review. With these determinations, the Agency confirms that it now has conforming responses to all Round I IRs. The Agency will review the IR responses and will seek input from government expert departments and Indigenous groups. Further information may be requested following the technical review of the responses.

The timeline for the environmental assessment resumed as of February 24, 2019. For further information, please consult the Agency document Information Requests and Timelines https://www.canada.ca/en/environmental-assessment-agency/news/media-room/media-room-2016/information-requests-timelines.html.

This letter and your Round I IR responses will be made public on the Canadian Environmental Assessment Registry (CEAR) Internet site: https://www.ceaa-acee.gc.ca/050/evaluations/proj/80117?culture=en-CA.

The Agency would be available to further discuss the information requirements. Please contact me at 902-426-4951 or via email at ceaa.cnooc.acee@canada.ca.

Sincerely,
