Neptune Cargill Overpass Extension – Project Permit No. 17-131-1 – Amendment (Condition 17 – Extended Hours) – Public Comments Invited
February 24, 2020 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed amendment to the construction hours in respect to condition 17 of the approved Neptune Cargill Overpass Extension (PP No. 17-131), located at Neptune Bulk Terminals, North Vancouver, is likely to cause significant adverse environmental effects.
To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project
Neptune Bulk Terminals proposes to carry out physical works associated with the approved Neptune Cargill Overpass Extension Project 24 hours a day, 7 days a week, excluding Statutory Holidays to August 31, 2020. This would require an amendment to condition 17 of the approved project permit, which states:
All general construction and physical activities related to the Project shall be conducted from Monday to Saturday between the hours of 7:00 am and 8:00 pm. No construction and physical activities shall take place on Sundays or holidays. These hours shall not be modified without prior approval of VFPA.
The amendment is being requested further to an earlier approval in August 2019, which allowed physical works to be carried out 24 hours a day, 7 days a week, excluding statutory holidays from August 7, 2019 to February 29, 2020. The Vancouver Fraser Port Authority understands that these works are not anticipated to generate significant noise and that Neptune Bulk Terminals is committed to concentrating any activities likely to generate noise to daytime hours.
