Notice of Determination

Surrey, B.C. – June 25, 2020 – The Vancouver Fraser Port Authority has determined that the proposed Schnitzer Fire Suppression Project – Design Amendment is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • Design modification to switch to municipal fire water supply eliminating the in-river water fire water supply intake
  • All pile installations will be conducted using a vibratory hammer during the least risk period from July 15, 2020 to February 28, 2021
  • All activities involving the use of concrete, cement, or other lime-containing construction materials will be conducted so that the materials do not enter the aquatic environment
  • The physical activities will be conducted to avoid increasing sedimentation of foreshore and nearshore areas and induced turbidity of local waters
  • All conditions of Project Permit 18-196 continue to apply for the duration of the project permit

The Vancouver Fraser Port Authority is satisfied that the carrying out of the amendment to the project is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
