Notice of determination

February 4, 2020 – Indigenous Services Canada has determined that the proposed Obashkaandagaang First Nation Water Treatment Project is not likely to cause significant adverse environmental effects.

 

The determination was based on a consideration of the following factors:

  • There will be positive impacts on the rights of Indigenous peoples, associated with the construction of a new water treatment plant that will provide clean and safe drinking water to the community;
  • During construction activities mitigation measures to ensure the protection of the environment, and safety of members of the community will be implemented.  Mitigation measures proposed for the project have been prepared and reviewed by ISC.

 

Implementation of mitigation measures is required for the project to address:

  • A fuel tank to be use in the genset unit will be double-walled and will be installed by a TSSA fuel Safety Branch certified installer.
  • The tank will be installed 25 m from the lake, to prevent impacts during installation, a floating turbidity curtain will be utilized around the area of the pipes in the lake and around any in-water blasting area.
  • Erosion control measures will be utilized during construction.
  • Clearing work will occur outside of the migratory bird nesting period.
  • Any in-water works will occur outside the spring fish spawning period.
  • Mitigation measures to prevent negative effects to fish and fish habitat were provided by the Department of Fisheries and Oceans and will be followed as provided.
  • Mitigation measures to prevent negative effects to navigable waters were provided by Transport Canada and will be followed as provided.

 

Indigenous Services Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, Indigenous Services Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
