The Proposed Project

The Department of National Defence (DND) has proposed a project which involves the repairs to the Cross Loop Access Road at the Canadian Forces Station (CFS) Leitrim site in Gander, Newfoundland and Labrador (NL). Access to the Cross Loop Access Road project site is from the south end of Radio Range Road (adjacent to the receiver site entrance). The repairs will provide improvements to the existing Cross Loop Access Road (approximately 1500 metres (m) in length), which runs generally west to southeast beyond the receiver site, as well as construction of a new section of access road (120 m) leading to the Cross Loop area, which is occupied by a single transmitter tower approximately 980 m southeast of the receiver site. The Project will consist of various activities at or near the existing access road or at the location of the new access road; activities include, but are not limited, vegetation and brush clearing and removal, reconstruction or realignment access road, culvert replacement, and installation of perimeter access control site fencing. Wetlands are not expected to be impacted based on the current scope of work. Bat maternity roosting sites, if determined to be present, may be impacted by vegetation clearing for the new section of access road.
