Amendment to the construction hours and permit expiry date for the approved Fibreco Terminal Enhancement Project –  Public Comments Invited 

June 22, 2021 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Amendment to the construction hours and permit expiry date for the approved Fibreco Terminal Enhancement Project, located at 1209 McKeen Avenue North Vancouver, BC is likely to cause significant adverse environmental effects. Written comments to be received by July 21, 2021.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The Proposed Project 

The permit holder, Fibreco Export Incorporated, proposes to complete approved stormwater outfall installation and dredging beyond port authority standard hours, during low tide. This requires an amendment to condition 24 of the original permit (PER No. 16-268). It is likely that the works will occur during port authority standard hours (Monday to Saturday, 7:00 a.m. to 8:00 p.m.), however, the permit holder is requesting approval to undertake works 24 hours a days, seven days a week, if required. Temporary lighting for night works would be directed down and away from residential lines of sight as much as possible. Potential sources of noise would include movement from an excavator, and a clamshell dredger in conjunction with a barge.  

The permit holder is also requesting an extension to the permit expiry date from December 31, 2020 to February 28, 2022. This extension is requested to account for construction delays, and the requirement to conduct in-water works outside the fisheries sensitive period, which ends on August 15, 2021.
