Notice of Determination

Ottawa — March 14, 2022 — The Ottawa International Airport Authority (OIAA) has determined that the proposed project to construct a new aircraft hangar (200 Convair Private) and the associated taxiway located north of Hangar 14 east Alpha Taxiway in Ottawa, Ontario, is not likely to cause significant adverse environmental effects if the following mitigation measures are followed:

 General Construction Mitigation Measures

  • Establish and follow a traffic control plan.
  • Follow established industry construction mitigation measures.
  • Limit stormwater run-off to pre-development rates by using infiltration and containment measures.
  • Control stormwater quality using engineering measures (on-site underground tanks/chambers and released in a controlled manner).
  • Establish and follow a Waste Management Program.
  • Complete equipment fueling and maintenance in designated areas where spill mitigations measures have been implemented.
  • Use on-site sediment control measures, such as filter fabric fences and sediment containment traps to prevent migration of sediments from the property once the existing surface conditions are disturbed by construction.
  • Install a building interior oil/water separator.
  • Develop and follow a construction spill response plan.

Operational Mitigation Measures

  • Install a building interior oil/water separator.
  • Develop and follow a construction spill response plan.
  • Develop a Spill Mitigation and Response Plan for site operations. Standard spill kits will be available to staff inside and outside of the hangar, in the event of a spill.
  • Promote and encourage carbon emission reduction measures by promoting the use of bicycles and e-bikes by staff. Further, bicycle and e-bike parking areas will be established, including the provision of charging stations. Under Phase 1 development, six (6) electric vehicle charging stations will be established. All ground operations equipment used within the property will be electric-driven.
