Notice of Intent to Make a Determination

Chipewyan Prairie First Nation Janvier Secondary Egress Road – Public Comments Invited
April 19, 2022 – Indigenous Services Canada must determine whether the proposed Chipewyan Prairie First Nation Janvier Secondary Egress Road, located in Chard, Alberta is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Residents of the Regional Municipality of Wood Buffalo (RMWB) and the Chipewyan Prairie First Nation have been subjected to natural disasters in the past decade including flooding and wildfires. Mass evacuation of residents in rural communities highlighted the need for emergency egress routes from communities within the RMWB. The project area is located 3 km north of Janvier and connects Nokohoo Road to Highway 881. The road structure used for design consists of 300 mm depth granular base course on 300 mm depth granular subbase course. Due to wetland and muskeg along the route, cement stabilized subgrade will be replaced with combi-grid to facilitate materials separation and support the road structure. The approved Janvier alignment starts at the Lower Y Road and travels along the existing access to the Janvier arbor/powwow grounds, then passing to the south of this site. The road curves and crosses the Christina River at 90 degrees and then curves back to the northwest and follows a westerly alignment intersecting Highway 881 in SE 14-80-6-W4. The Janvier Egress Road crosses over Christina River Bridge at less than 5 degree of the river centerline at station 4+466 and a new bridge is proposed at this location.
