Notice of Determination

[Quebec] – [March 20, 2023] The authority has determined that the proposed Hepipad replacement Sault-au-Cochon is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  • Carry out the work outside the nesting period.
  • Avoid flying the helicopter over offshore waterfowl areas and the Cap Tourmente National Wildlife Area to avoid disturbing migrating birds. (Advise the pilot before departure)
  • Limit the noise of the tools as often as possible, by closing the tools when they are not in use.
  • Manage the work site to minimize significant noise activity.
  • Limit disturbance of flora to the storage area and under the helipad.
  • Preserve trees and no cutting will be done during the work.
  • Properly store all hazardous materials on site as well as tools that may contain them.
  • Ensure that gas tools are in good working order and free of oil and fuel leaks at all times.
  • Inspect equipment regularly before and during work.
  • Conduct all handling of fuel, oil, other petroleum products or contaminants, including transferring, under constant supervision to avoid accidental spills and to respond promptly if they occur. Conduct all work in a designated site located more than 30 m from a watercourse.
  • Keep as few flammable or combustible waste liquids as possible on the job site.
  • Keep a complete contaminant spill kit available at all times. Ensure that employees are trained to respond to spills.
  • Provide for the preparation and implementation of an "Environmental Emergency Response Plan". This plan should clearly identify the persons and authorities responsible, the procedure to follow in the event of an emergency and the persons to contact, as well as the storage, management and disposal of contaminated soil.
  • In the event of a spill of hydrocarbons or other hazardous materials, immediately recover the hydrocarbons and any contaminants spilled into the environment and the contaminated soils and dispose of them in accordance with applicable legislation. Notify the CCG and the appropriate authorities according to the emergency plan. Immediately report the situation to Environment Canada (1-866-283-2333) and Urgence Environnement du Québec (1-866-694-5454).
  • No fires or burning of waste will be allowed on the sites.
  • Ensure that all materials and waste generated during the work are collected and properly disposed of off site.
  • Cover dry materials and waste materials to prevent wind from kicking up dust or blowing away debris.

The authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
