Notice of Determination

 

Ottawa International Airport – June 30th 2023 The Ottawa International Airport Authority (OIAA) and Transport Canada have determined that the proposed Canadian North Cargo Facility is not likely to cause significant adverse environmental effects if the following mitigation measures are to be implemented:

General Construction Mitigation Measures

  • Establish and follow a traffic control plan.
  • Follow established industry construction mitigation measures.
  • Limit stormwater run-off to pre-development rates by using infiltration and containment measures.
  • Establish and follow a construction waste management program.
  • Complete equipment fueling and maintenance in designated areas where spill mitigations measures have been implemented.
  • Control stormwater quality using engineering measures.
  • Use on-site sediment control measures, such as filter fabric fences and sediment containment traps to prevent migration of sediments from the property once the existing surface conditions are disturbed by construction.
  • Develop and follow a construction spill response plan.
  • In the instance contaminated soil is found, detailed specifications will be produced by a qualified consultant on how to safely remove and dispose of the soil in accordance with all applicable laws and guidelines.

Operational Mitigation Measures

  • Develop a spill mitigation and response plan for site operations. 

The Ottawa International Airport Authority (OIAA) and Transport Canada are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Ottawa International Airport Authority (OIAA) and Transport Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
