August 14, 2023 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is proposing a project. The current accommodations do not provide the infrastructure required to properly support the Transition Centre in providing the full spectrum of services to soldiers and their families. The option to build a new facility was recommended as it met all identified mandatory and rated objectives and was deemed to be the most economical in the long term. The proposed building will be single-storey, slab-on-grade on a frost-wall foundation with approximately 1,537 square meters of floor space consisting of offices and washrooms. A paved extension from Laurel Street (off Tilley Avenue) will provide access to the facility and paved parking for 58 civilian vehicles (including EV charging stalls for 8 vehicles) will be located south of the facility. The proposed site for the facility is in a relatively flat, mostly treed area in a developed area of the Base with all utilities readily available and located in close proximity to the proposed building footprint. The site has access to a network of roads including Laurel Street, Tilley Avenue to the south, and Champlain Avenue to the east.
