Pelican Narrows Sewage Pumping Station 4 and 5 Replacement - Public Comments invited

October 19, 2023 - Indigenous Services Canada must determine whether the proposed Pelican Narrows Sewage Pumping Station 4 and 5 Replacement, to be located in Pelican Narrows, is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

Proposed Project

The existing Sewage Pumping Station (SPS) No. 4 located on Nesoteo Road was constructed in 1993 with an 1800 mm wet well with an adjacent 2500 mm square well and two 5 HP pumps. It will be entirely decommissioned and all infrastructure removed from the site before the proposed new SPS No. 4 is constructed west of the existing site. The new development will include a split face block building with metal roofing to be situated above a new wet well, new fence and posts, new watermain (WM), Sanitary Force Main (SFM) and Sanitary Sewer (SanS) pipelines from the street, larger access road, and fuel tank storage. The new building will have a larger footprint than the existing and will contain separate electrical and generator rooms. It is proposed to be constructed west of and adjacent to the existing SPS No. 4 which will result in clearing, grubbing and topsoil stripping an area measuring about 1,400 square metres (sq.m).

SPS No. 5 located on McKay Road was constructed in 1997 with a 1800 mm wet well and 7.5 HP sewage pumps will be decommissioned and removed. All infrastructure except for the existing wet well will be decommissioned, and removed from the site with the construction of a new, larger building.  A new, larger smooth face block and metal roof building is proposed at the existing SPS No.5 site. The building structure and concrete building slab will be decommissioned and removed leaving the existing wet well and pipes. To construct the new, larger building over the existing wet well, vegetation clearing and grubbing will take place over an area approximately 1,090 sq. m. Topsoil will be removed over an approximate area of 1,250 sq. m. The proposed new, larger facility will have separate pump room built on top of the existing remaining od 1,800 mm wet well. Additionally, the building will have separate electrical and generator rooms. In order to accommodate the building expansion, clay fill will be imported to regrade the slope behind (northeast) of the existing building footprint. Fuel tank storage, new chain link fence with gates and a gravel pad are included as are a new gate valve and pipe extension.

The new facilities are being designed to meet the Pelican Narrows projected 2037 population sewage loading requirements (15-year projection).
