Notice of Determination

Pigeon River – February 14, 2024 The Canada Border Services Agency (CBSA) has determined that the proposed Pigeon River Drilled Well Groudwater Supply project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  • Minimal removal of trees for the project completion and minimize stripping of topsoil and vegetation;
  • Responsible handling of impacted soils via the implementation of a Soil Management Plan to Departmental Representative and Project Consultant for review and acceptance;
  • Review of site to ensure no Species of Risk are in the project area; and
  • Implement responsible backfilling practice

The CBSA is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the CBSA may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
