Notice of Intent to Make a Determination

Lac La Ronge Indian Band  Stanley Mission Reserve No. 157 Solid Waste Transfer Station - Public Comments invited

June 24, 2024 - Indigenous Services Canada must determine whether the proposed Lac La Ronge Indian Band  Stanley Mission Reserve No. 157 Solid Waste Transfer Station, to be located on Lac La Ronge Provincial Park, is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

Proposed Project

The proposed project is comprised of constructing a new Solid Waste Transfer Station (SWTS) near the existing landfill at Stanley Mission. This project will also include the collection of municipal solid waste (MSW) at all houses in Stanley Mission; a new waste collection truck; a heated garage for storage of the collection truck and to "de-pollute" vehicles for crushing and off-recycling, and decommissioning of the existing landfill site. The final disposal site for material collected at the SWTS would be the regional landfill owned and operated by Lac La Ronge Regional Waste Management Corporation (LLRRWMC) near La Ronge, SK. The project is expected to operate for 25 years and is located off-reserve within the La Ronge Provincial Park.

 

The SWTS site will occupy approximately one hectare and will be developed such that drainage is away from the transfer area and erosion is prevented. The existing tree cover will be maintained and protected whenever possible to help minimize the degree of litter that blows off site and help to improve the overall aesthetics of the area. New permanent infrastructure includes: new haul truck building; storage shed; expanded fencing (chain link fence with a lockable site access cantilever rolling gate; lighting; potential security cameras; electrical; pads for roll out bins; area for truck turnaround; raised platform and ramps to deposit waste into bins (collection truck and public access) and no trespassing and dumping directive signage.

 

The scope also includes the decommissioning and closure of the existing landfill.
