Notice of Determination

July 25, 2024 – ADM Aéroports de Montréal has determined that the project for the for the construction of an industrial building on A-3 Street and modification of the de-icing infrastructure at YMX International Aerocity of Mirabel is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This determination was based on a consideration of the following factors:

  • Technically and economically feasible mitigation measures listed below;
  • Community knowledge;
  • Indigenous knowledge and impacts on rights of Indigenous peoples.

Mitigation measures considered for this determination are:

Air quality

  • Keep trucks and all machinery in good working order
  • Limit the idling of vehicles and machinery
  • Regularly maintain the paths used by motorized equipment and trucks

Soundscape

  • Promote the use of broadband or variable intensity backup alarms for heavy machinery
  • Comply with provincial and municipal regulations in terms of sound levels
  • Restrict vehicular traffic to predetermined service roads

Soil and groundwater qualities

  • Inspect equipment regularly for leaks and avoid potential spills related to the use of machinery
  • Collect cleaning water in drip bins and its contents must be sent to a designated site
  • Ensure a spill kit is available at all times
  • Manage excavated soil and pumped groundwater in accordance with applicable regulations

Surface water quality

  • Implement sediment control measures
  • Perform waste hazardous materials management, refuelling and machinery maintenance in a designated location away from ditches
  • Protect storm sewers at all times from the release of contaminants during construction
  • Set up systems for collecting and draining runoff water

Fauna and flora

  • Inspect the site before the start of the work to ensure the absence of animals
  • Implement the recommendations of the ecological study

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
