Notice of intent to make a determination
English River First Nation Sewage Lagoon Upgrades – Public Comments Invited

August 12, 2024 – Indigenous Services Canada must determine whether the proposed English River First Nation Sewage Lagoon Upgrades project is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

English River First Nation is proposing to upgrade existing sewage collection and treatment infrastructure. The project includes construction of a new facultative lagoon, with a 0.48 hectare sized primary cell and a storage cell with a capacity of 14,000 cubic metres, as well as extension of the existing sewage force main, and upgrades to the existing access road. The new lagoon will be located approximately one kilometre northeast of the La Plonge community core area. The existing lagoon, located immediately south of the proposed lagoon, will be retained and utilized for tertiary treatment and storage. Approximately 400 metres of new sewage force main (SFM) piping will be installed, extending from the existing lagoon primary cell to the proposed new primary cell. Approximately 400 m of new roadway will be constructed along the west edge of the existing and proposed perimeter berm. Upgrades to the existing access road (850 m) will include grading and ditching.

Construction activities will include removal of trees, topsoil stripping, excavation of the lagoon to cell floor elevations and placement of earthen fill to construct the perimeter berms, excavation and grading to ditching and roadway elevations, installation of force mains, backfill, and topsoil replacement.
