Decision

The Canada-Newfoundland and Labrador Offshore Petroleum Board, Environment Canada, Transport Canada and Fisheries and Oceans have taken the following course of action on September 10, 2013 relating to the screening-type environmental assessment of the White Rose Extension Project. The Canada-Newfoundland and Labrador Offshore Petroleum Board, Environment Canada, Transport Canada and Fisheries and Oceans may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the screening report and taking into account the implementation of appropriate mitigation measures, the Canada-Newfoundland and Labrador Offshore Petroleum Board, Environment Canada, Transport Canada and Fisheries and Oceans are of the opinion that the Project, taking into account the implementation of proposed mitigation measures set out in the screening report and those committed to by Husky Energy, is not likely to cause significant adverse environmental effects.

Implementation of mitigation measures is required for the project to address:

  • air quality;
  • climate change;
  • water quality;
  • water quantity;
  • noise levels;
  • fauna at risk (as defined under the Species at Risk Act);
  • mammals and/or their habitat;
  • birds and/or their habitat;
  • invertebrates and/or their habitat;
  • fish and/or their habitat;
  • reptiles and/or their habitat;
  • flora at risk (as defined under the Species at Risk Act);
  • physical and/or cultural heritage;
  • human health and safety;
  • socio-economic impacts; and
  • seabed/ benthic communities

A follow-up program to verify the accuracy of the environmental assessment and/or determine the effectiveness of any measures taken to mitigate the adverse environmental effects is required for this project. For more information email information@cnlopb.nl.ca.
