Following the new information / details provided from the Impact Assessment Agency in-person info sessions held at the Ramada Inn Timmins on February 22, we would like to submit new concerns / questions as well as potential opportunities in addition to our first online comments submitted August 18, 2022.

 

New concerns

Increased train activity:

  • By CNC linking up to the existing Kidd Creek rail line and ultimately increasing usage/traffic, we are concerned that the risk of forest fire will increase.  The existing Kidd Creek rail line surrounds a large part of our campground in close proximity (under 1km) and thus increases the risk of forest fire.  In fact Kidd Creek themselves had a fire from train spark within the last 3 years.  We would like to know what operational procedures/protocol will be in place during the fire season to mitigate against fire starts and fire protection toward our assets.  Also, what insurance is carried by the mine in case we are negatively impacted by a rail caused fire.

Increased vehicle activity:

  • The only vehicle access to CNC project is on hwy 655.  We currently have three separate entrances on hwy 655 (Main campground entrance, Pit entrance & Residential entrance) and as a result all will be subject to a significant increase in hwy traffic.  Aside from typical traffic concerns such as noise, littering, trespassing, etc..  our main concern is safety.  The 1st priority would be the main campground entrance due to large slow moving campers as well as large volumes of camper vehicles during open season.  The 2nd priority would be the Pit entrance due to large slow moving vehicles and the 3rd would be the Residential entrance due to the school bus and small vehicle traffic.  We do not have a turning lane on hwy 655 into any of our entrances, and therefore increased traffic poses additional risk.  All parties involved would benefit from proper turning lanes.  Info regarding projected increased traffic flow due to mine construction/operation is critical to decisions on congestion at these locations, speed limits, safety for all concerned and ultimately turning lane designs.

 

Opportunities

Hydro connection:

  • CNC is proposing a new 230KV powerline that travels direct from Timmins to CNC project location. This proposed power line passes within 1km of our campground.  Any opportunity to connect to this line would be of major interest.

Accommodations:

  • An appreciation of the housing requirements needed during construction and operation of the mine would be very useful in planning the expansion of campground  facilities during this period.  Info regarding what the city can already provide and what additional accommodations eg. trailer sites, bunkhouses, cabins or other, are needed would be of interest.
