The Township of Black River-Matheson cautiously supports this project. The past mining history in Northern Ontario has seen the vast majority of the benefits accruing to the larger centres. In our case, that would be to the City of Timmins. The minerals that are being mined will provide great benefits to the mining company and the Province of Ontario. History has shown that little if any benefits accrued to the smaller communities. This can range from using local businesses to encouraging contractors to establish their new businesses in such communities. There is also an issue of employment. Many of those who have been trained as miners are located in the smaller towns surrounding this project, including Bsalck River-Matheson. We would prefer to see new miners establish themselves in our community as a way to spread the efforts among the smaller communities.

The Project Plan first stage of mining operations and milling process will require to run a rail spur line to connect with the Glencore existing rail from its Kidd metsite to the Metallurgical site at Hoyle. Will the proponent evalute the remaining tailings capacity at the Hoyle Metsite and possibly increase long term capacity of the existing infrastructure and treatment? Eliminating the need for a Process Plant and associated Tailings Management Facility at the Crawford Site would reduce the sensitive environmental impact on the existing landscape and surrounding watershed. The existing Process Plant at the Glencore Metallurgical site could be fully converted to run Crawford Ore for a much longer period than the initial plan design.

Although lake sturgeon is already on the comments collected it is important that studies are in place NOW to identify potential spawn below the Lower Sturgeon dam. Ontario Power Generation just told me they do not know. Since the new dam at Yellow Falls was built downstream on the Mattagami River, the headpond has flooded the rapids upstream, therefore possibly changing aquatic habitat usage of lake sturgeon. Spring freshet and spills control at the Lower Sturgeon dam could shift lake sturgeon adult presence for spawn.
