Fort McKay First Nation: 2023/24 Residential Redevelopment Project

Fort McKay First Nation is proposing the demolishing of twelve existing residential homes and the subsequent construction of 32 new residential homes within the community of Fort McKay on their lands at IR No. 174. Residential debris generated in the demolition and construction processes is being temporarily stored at the Fort McKay waste management site in IR 174D before being relocated the Regional Municipality of Wood Buffalo municipal landfill. The project footprint is sited on existing developed and undeveloped lands.
The community of Fort McKay is located at the confluence of the Athabasca River and the McKay River, and as such lies within a provincial Key Wildlife Biodiversity Zone. There are no wildlife Species at List recorded in the area; however, several species of management concern are known local to the project area and include: barred owl (Strix varia), bay-breasted warbler (Dendroica castanea), broad-winged hawk (Buteo platypterus), great blue heron (Ardea herodias), pileated woodpecker (Dryocopus pileatus), western tanager (Piranga ludoviciana), Canadian toad (Anaxyrus hemiophrys) and fisher (Martes pennanti). Critical habitat for a Species at Risk is not present in the project area.
The project lands are provincially registered with historical resource values of 5a and 5p which denote high potential for archaeological and paleontologist resources to be present; however, the area has been previously disturbed, historical resource findings are not anticipated, and discovery-avoidance protocols will be implemented.
Provincial records indicate prior reports of odour (e.g. SO2, H2S, smoke) and previous spills (e.g. drilling waste, crude bitumen) documented at ATS SW-25-94-11-W4M in the project area. A Reclamation Certificate was issued in relation to petroleum spills at several ATS locations which included SW, NW 25-94-11-W4M and NE-26-94-11-W4M in the project area. Minimal soil handling is required for demolition and reconstruction. Soil handling and mitigation measures are proposed to minimize soil cross contamination when working in these areas.
