Whitby Harbour Sediment Remediation, Whitby, Ontario

Fisheries and Oceans Canada (DFO)  proposes to undertake a sediment remediation project to address historic dioxin and furan contamination in Whitby Harbour, which is located on the northern shore of Lake Ontario, in the Town of Whitby, Ontario.

The Whitby Harbour Sediment remediation Project includes the following activities:

  • Establish a temporary storage area (TSA) equipped with a drainage culvert for dredge material.
  • Construction of a transfer dock to facilitate the movement of dredged sediment to the TSA (pending contractor's final dredging method).
  • Dredge contaminated sediment from the water using hydraulic or mechanical dredging.
  • Move sediment to a temporary storage area and transport for treatment or disposal at an appropriately licensed site once dried
  • Place coarse sand, where required, on top of sediment layer upon completion of the dredging.
  • Restoration of the temporary storage area once dredged material has been removed offsite.

The work is anticipated to begin in Summer 2024 and be completed in Fall 2026; scheduling of the areas to be dredged will consider boating use. The contaminated sediment area in the Project Area is approximately 16.6 ha, with depth ranging from 0.3 m to 1.1 m, and an estimated contaminated sediment volume of approximately 112,000 m3.

May 16, 2024 - The public comment period on the project is closed. Fisheries and Oceans Canada, and Transport Canada are considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
